Czar

1 oz vodka
1 oz Grand Marnier orange liqueur
3 oz sparkling white wine
1 orange bitters
1/2 oz lime juice

Shake ingredients (except wine) in a cocktail shaker with ice. Strain into a wine glass, and top with the sparkling white wine.
